The companies that will rehabilitate the "A3" of the Kosovo A Power Plant were selected

The Kosovo Energy Corporation has announced the selection of three consortiums to implement the project for the rehabilitation and modernization of unit A3 of the Kosovo A Power Plant.

Through an official announcement and for the sake of transparency, KEK announces that the three companies that will develop this project are: KEPCO, HIB Petrol and LIMAK INŞAAT SANAYI ve TICARET.

"KEK sh.a. emphasizes that the entire process was carried out in full compliance with the Law on Public Procurement (LPP) and the Rules and Operational Guidelines for Public Procurement (RRPP), guaranteeing full transparency, fair competition and equal treatment for all participating economic operators," KEK's announcement states.

In the framework of institutional transparency and informing the public opinion about the strategic projects of the Kosovo Energy Corporation (KEK), we announce that the first phase of the procurement activity for the major project "Rehabilitation and modernization of unit A3 at TPP Kosovo A" has been successfully completed.

This project constitutes one of the most important investments in the country's energy sector, with a direct impact on increasing the security of electricity supply and extending the operational life of the A3 generation unit of the "Kosova A" Power Plant.

Development of procurement activity

The activity was published on 23.01.2025, through a competitive procedure with negotiations, while the initial deadline for submitting applications was 03.03.2025.

Considering the importance of the project and the additional requirements of economic operators, the deadline has been extended four times, until 04.07.2025.

On 27.06.2025, an economic operator submitted a request for reconsideration, which was rejected by the Contracting Authority due to the lack of clear complaint claims.

Subsequently, on 01.07.2025, the same operator filed a complaint with the PRB, which, by decision dated 10.07.2025, was dismissed as inadmissible, paving the way for the continuation of the procurement process.

The deadline for submission of applications is set for 17.07.2025, where a total of five (5) applications were received from consortia with the participation of local and international economic operators.

The application opening process was conducted through live broadcast, marking a new standard of transparency and public accountability in the procurement activities of KEK sh.a.

Results of the first qualifying phase

After evaluating the submitted documentation, the professional evaluation committee, out of five (5) consortia, has selected three (3) qualified consortia, as follows:

Qualified operators:

1. Group of economic operators KEPCO Plant Service & Engineering Co., LTD; DYPNF Co., Ltd.; BHI Co., Ltd., 211 Munhwa-ro, Naju-si, Jeollanam-do, Republic of Korea

2. Group of economic operators HIB PETROL SH.PK; Florian Viqa; NTPC Limited, Prishtina-Skopje Highway, km 7, Çagllavića, Kosovo

3. LIMAK INŞAAT SANAYI ve TICARET A.Ş., Hafta Sokak No: 9, 06700, Gaziosman Paşa – Ankara, Turkey

On 11.11.2025, the Contracting Authority - KEK sh.a., published on the e-procurement platform the notice on the CA's decision regarding the result of the first phase of qualification, successfully concluding this important phase of the procurement activity.
