Donika Kadaj-Bujupi: Beyond the Accusations — Budget Extensions and Constitutional Responsibility

Written by: Donika Kadaj-Bujupi

Avdullah Hoti is the last person in Kosovo who can talk about political morality.

Became prime minister through the violation and misuse of the citizen's will, without their votes, in a completely unconstitutional manner, and by submitting to Vučić for the few months he was prime minister; his model of policymaking is the worst example that citizens have long understood that they should not follow. Even today, he has tried to deceive again.

Regarding the President's statement today, she was clear that voting on budget extensions, the Growth Plan, the RTK budget, hundreds of millions of the World Bank, etc., are matters at the will of the political parties represented in the Assembly. That is, at the will of all parties, and not just one or the other. The President has proposed that, since the opposition parties do not agree that these decisions and laws be processed in the Assembly by the incumbent Government, this be done by the President (within constitutional competences) and by the deputies themselves (again within constitutional frameworks). This is not only permitted, but is also provided for in a taxing manner in the Constitution and in the laws in force.

So, the opportunity to pass the Growth Plan, the budget extensions, the agreements with the World Bank, the RTK budget and many other decisions exists. But, there are also people like Hoti who lie to the citizens without a shred of shame, because they do not at any moment consider that not passing these decisions could cost Kosovo over 1 billion euros, and in the absence of a budget could leave thousands of families without salaries, without food, without necessary medicines, and without functional institutions. Hoti, of course, does not care about this, just as he has never cared. His priority is to attack the President. Just like when he said that "Vjosa Osmani will receive zero votes".
