'Permitted' murder

Pjetër Ndrecaj was sentenced to 24 years in prison for the murder of his wife and 9-year-old daughter. The show "Udhëve" has obtained a letter that is claimed to have been written by Valbona Marku Ndrecaj a few days before her murder, in which there is some evidence about her husband's actions, which Valbona was also aware of. What is written in the letter may also be the reason why she was killed by Pjetër. In this investigation, the victim's family members confess for the first time about all the problems that Valbona had in Pjetër Ndrecaj's house.

Coffee and brandy were served to friends on August 7th of this year at the Marku family's house in Brekoc, Gjakova, but 10 hours later a tragedy occurred there. After 21 p.m., 34-year-old Valbona Ndrecaj and her 9-year-old daughter Klara were left for dead by Pjetër Ndrecaj, their husband and father.

The show "Udhëve" on RTK has provided for the first time evidence leading to the murder of Valbona Marku Ndrecaj, which is claimed to have been written by the victim herself. It contains some evidence about her husband's actions, which Valbona was also aware of, and what was written in the letter may also be the reason why she was killed by Pjetri.

This letter, due to the sensitivity of what is written, will not be presented in full to the public. Among other things, it says. "You have the evidence of the matter in writing in four different places, even if I do not have it and they have not found it, you have the document sealed in the Police", it says at the end of Valbona's letter.

The Prosecutor of Serious Crimes, Agron Matjani, has no knowledge of this letter. Also, this letter is not included in the indictment for the murder of Valbona. In that indictment, the motive for the murder of Valbona Marku Ndrecaj and her daughter Klara Ndrecaj is nowhere mentioned.

"Regarding the letter submitted by Valbona Ndrecaj to the Police, I as a prosecutor had no knowledge. And even after the receipt of the Criminal Report, no letter from Valbona Ndrecaj was mentioned or submitted," said Prosecutor Matjani.

Regarding this letter, the Gjakova Regional Police say that it is not in the case files, but they do not indicate whether they have researched the Police stations in this region and whether anything like this has been submitted.

"Regarding the question you have posed, we have verified in the letters and in the case files of the aforementioned persons, namely the Ndrecaj family, in which case, referring to the cases and competent persons, we have not received any such documentation," the responses of the Gjakova Regional Police state.

Regarding the content and authenticity of the letter, it is up to the Police and the Prosecution to conduct investigations. Valbona's two brothers, for the first time, recount everything their sister had experienced in Pjetri's house. Shkelzen Marku, Valbona's older brother, says that their sister had experienced systematic violence from her husband over the years.

But despite the violence and psychological pressure, he says that Valbona was a smiling woman, who managed to overcome the pain she experienced. "I told her that we have no power over you, because you are the father of my nephews and nieces, because he has been threatening me all the time," he describes the last day he met with Pjetrin, Shkelzeni.

He says that when Valbona began to tell the men in the family who had gathered to reconcile Valbona and Pjetri, even after the violence expressed towards her, Pjetri did not allow her to speak. "He slammed the chair and said, I came here to take you, and not to listen to what you say, and he told the men to stay here because we have nothing to beg for here anymore."

He says that even earlier, before the situation worsened, Pjetër Ndrecaj's brother had warned them that "I'm sharpening the knife on both sides, someone will shed blood here". "His brother always used the expression that we are the ones who are punished because our wife ran away from home".

According to Shkëlzeni, Valbona knew that she had no life in her husband's house anymore. "Valbona said that 'I will never return to that house alive', 'even if I return, I will not have more than 24 hours to live, because people do not know that I lived with him and how the situation got to this point'".

According to Shkëlzeni, in the last year, whenever Valbona was at their house, she was very afraid for her life, and she said that Pjetri was following her near the house. "The sisters say that she has been very scared lately, and has said that she will not have a life anymore," Shkëlzeni explains.

"They came at night and didn't find him lying in bed, and when they found him he was in a corner in the hallway crying, and he told you not to turn on the lights because he was nearby."

Also, Shkëlzeni says that some time before the murder, Pjetri had left a bullet in their house, saying that "this too is due". According to him, now even the children are confessing the violence that their mother had experienced, while they continue to be traumatized by what happened to them. Valbona's two daughters have seen with their own eyes the murder of their mother and sister, as well as their father shooting at all members of the Marku family.

"They say that if father had no mercy for our mother and sister, then the Agallars will have no mercy for us either."

Shkelzeni says that on the day of the murder, Pjetri went to eliminate their entire family, because there were 14 members in it, including Pjetri's 3 children. Even Kujtim Marku, his brother who had been close to Valbona the whole time, says that they needed security from the Police, so that Pjetri Ndrecaj would not be offered to them.

"We have asked for protection from the state, so that that person stays away from us, doesn't threaten us, doesn't blackmail us, doesn't have any problems with us. But the state, in this regard, has kept us away," says Kujtimi.

He even says that Valbona had informed the Police that Pjetri was armed at all times. "We told them that he is a person who never leaves without a pistol or automatic rifle in his car, and the response from the state, from the Police, was that it's okay that we deal with him now," says Kujtim Marku.

But he says that in this regard they did nothing. According to him, the police did not even go to Pjetër Ndrecaj's house to search for him on the critical day. "The eldest daughter was at home, she says that the police did not come until ten o'clock in the evening, after the murder took place."

He says that the police had gone to take the children without a warrant, when they were with their mother. Valbona's brother says that on the critical day when they went to the police, the police had not dealt sufficiently with Valbona's report, even though in their databases, they also had a case of Pjetër Ndrecaj for violence against Valbona.

In this case, there is also an indictment filed by the Prosecutor's Office in Gjakova against Pjetër Ndrecaj. "Valbona has stated that he has been out of prison for thirty days, I am in danger from him, and I don't want my family to be in danger, because he is a person who is blackmailing me, threatening me, and he is not without a weapon the whole time."

He says that the police did not even know how to classify the case, blackmail or threat. For the double murder that Pjetër Ndrecaj committed, he was sentenced by the Basic Court in Gjakova to only 24 years in prison.

"I know that I have lost two family members. Even my little girl accidentally, and I plead guilty. I plead guilty to both criminal offenses, I am remorseful," were Pjetri's words at the court hearing, when he pleaded guilty.
